Somalias leaders clear obstacles to ending transitional period

25 May 2012 Leaders in Somalia have agreed to set up a Constituent Assembly http://www.nefga.org/forum/entry.php?436 that will adopt the East African nations new constitution in line with an http://www.nefga.org/forum/entry.php?1063 existing roadmap to end the current transitional governing arrangement by an http://www.nefga.org/forum/entry.php?889 upcoming deadline, the United Nations envoy for the country said today.
http://www.nefga.org/forum/entry.php?1097 At a three-day consultative meeting that ended on Wednesday in the Ethiopian http://www.nefga.org/forum/entry.php?1522 capital, Addis Ababa, signatories to the so-called Roadmap for the End of http://www.nefga.org/forum/entry.php?1029 Transition in Somalia agreed that elders will select the delegates to the http://www.nefga.org/forum/entry.php?1291 National Constituent Assembly (NCA) no later than 20 June, the http://www.nefga.org/forum/entry.php?1085 Secretary-Generals Special Representative and head of the UN Political http://www.nefga.org/forum/entry.php?464 Office for Somalia (UNPOS), Augustine Mahiga, told a news conference in the http://www.nefga.org/forum/entry.php?797 Kenyan capital, Nairobi, today.
These meetings [in Addis Ababa] of the http://www.nefga.org/forum/entry.php?1541 principals were dynamic and sometimes contentious. But most importantly, http://www.nefga.org/forum/entry.php?576 they were ultimately successful, said Mr. Mahiga.
After decades of http://www.nefga.org/forum/entry.php?818 warfare, Somalia has been undergoing a peace and national reconciliation http://www.nefga.org/forum/entry.php?1131 process, with the countrys Transitional Federal Institutions currently http://www.nefga.org/forum/entry.php?1399 implementing the roadmap, devised in September last year, that spells out http://www.nefga.org/forum/entry.php?1598 priority measures to be carried out before the current transitional http://www.nefga.org/forum/entry.php?860 governing arrangements end on 20 August.
The NCA will convene on 2 July http://www.nefga.org/forum/entry.php?1238 to adopt the new provisional constitution by 10 July. Members of parliament http://www.nefga.org/forum/entry.php?1651 will be selected by 15 July by the elders, who will be assisted in the http://www.nefga.org/forum/entry.php?1637 process by a Technical Selection Committee to ensure that the nominees meet http://www.nefga.org/forum/entry.php?1334 the criteria set out in an earlier agreement.
In his remarks to the media, http://www.nefga.org/forum/entry.php?1237 Mr. Mahiga noted that key decisions made during the meetings included the http://www.nefga.org/forum/entry.php?879 expansion of the Technical Selection Committee, which will now be broadened http://www.nefga.org/forum/entry.php?289 to ensure representation of Somalias various clans and international http://www.nefga.org/forum/entry.php?1220 observers.
There is a real spirit of camaraderie and a drive for progress http://www.nefga.org/forum/entry.php?893 amongst the signatories of the Roadmap, said Mr. Mahiga. The process is http://www.nefga.org/forum/entry.php?1410 moving forward and the Somali leadership is committed to meeting the http://www.nefga.org/forum/entry.php?1590 challenging, but achievable, timetable. It is critical that all parties, http://www.nefga.org/forum/entry.php?526 including the international community, now pull together to support this http://www.nefga.org/forum/entry.php?1470 process.
Agreements reached in Addis Ababa removed procedural obstacles to http://www.nefga.org/forum/entry.php?386 the implementation of the roadmap, the envoy said, while noting the limited http://www.nefga.org/forum/entry.php?815 time-frame.
Somalia is less than ninety days away from the most momentous http://www.nefga.org/forum/entry.php?1024 event in its recent history. We have no time to lose, he said. There is not http://www.nefga.org/forum/entry.php?1356 a moment to spare as Somalia and its partners get down to work and ensure http://www.nefga.org/forum/entry.php?375 this process is participatory, legitimate, inclusive, transparent and, above http://www.nefga.org/forum/entry.php?429 all, Somali-owned.
A communiqu© issued in Addis Ababa at the end of http://www.nefga.org/forum/entry.php?606 the meetings also recommended that the President of the Transitional Federal http://www.nefga.org/forum/entry.php?560 Government issue a presidential decree to convene the NCA. The decree will http://www.nefga.org/forum/entry.php?1008 also enable the constitutional-making process to proceed towards the http://www.nefga.org/forum/entry.php?1152 adoption stage and allow the formation of the National Security and Stabilization Plan, which is intended to lay the foundation for the development of the Somali justice and security sector
